On 1 October 2018, new regulations for activities involving animals came into force which changed the previous licensing regime for businesses involved in dog breeding, dog and cat boarding including home boarding, dog day care, the selling of pet animals, and the exhibiting of animals.Ìý

ÂÜÀòÊÓƵ, BSAVA, BVZS, and have developed the following resources to support private veterinary surgeons and local authority veterinary inspectors undertake their respective roles under these regulations:

Overarching guidance:

• Guidance note on the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018, including the role of private vets and local authority veterinary inspectors

For private vets:

• Guidance note for private vets on how to complete Preventative Healthcare Plans (PHPs)
• A template for a Preventative Healthcare Plan (PHP) for private vets to complete when advising operators of licensed premises
• Template letter for private veterinary practices to set out agreed provision of isolation facilities in accordance the Animal Welfare (Licensing of Activities Involving Animals) (England) regulations
• Guidance Note for vets in private practice on completing ‘fit to breed’ assessments for dogs

For Local Authority veterinary inspectors:

• Local authorities may have their own inspection templates. Please contact your local authority for more advice.
